The Provincial Councils were established under the 13th amendment of the constitution by forming 08 councils through out Sri Lanka. One Provincial Council was formed for Northern and Eastern province for the convenience of the Tamil speaking population who are predominantly living in these two provinces. Through, elections were held and members were elected by the people, the Council was dissolved in a short time of its existence and brought under the governor rule with the Chief Secretary as head of Administration.
