OUTLINE

March 2004 Japanese Government and Sri Lankan Government agreed Project Implementation and signed “R/D” (Record of Discussion). Late march two Japanese staff arrived in Sri Lanka to start the project activities. Due to the general election held on 2nd April the Line Ministry of project was reformed as “Ministry of Triple R”. In the field, the project office was established in Kachcheri Mannar. In April project started staff recruitment and also the site selection by doing quick field survey.

ACTIVITIES

Site Selection

Prior to the project commencement JICA has organized “workshops” for the site selection in December 2003 and the short list of project site was established. In the initial stage of the project commencement, only the profile activity should be done but the project for the purpose of making decision to select the final project target area is in progress.

 

Project Staff Recruitment 

  • The project is going to recruit 20 staff namely Project coordinator, Asst. project coordinator /Office Manager, Accountant, Irrigation Engineer, Institutional Specialist, Agricultural Specialist, Engineering Assistant, Draftsman, Secretary, Facilitator, Driver and Office-Aid.

  • Generally JICA project is implemented by Japanese staff and local government staff. The situation of North and East does not allow the project to be staffed by government officers.

  • The project advertise some of the post to be recruited on national news papers so that, the project activities will be able to commence form June.

  • Colombo project office was established in the premises of Ministry Assisting Vanni Rehabilitation.

MEETING

  • PIC (Project Implementation Committee) and JCC (Joint Coordinating Committee) meetings are supposed to be held on 8th May or early June 2004.

  • We attended to UN meeting in Mannar which was held on 29th April

  • We have had discussion with UNDP with regards to project site selection on 29th April

  • We have had discussion with SIHRN in Kilinochchi on 7th May

VISITORS

  • NGO consortium in Mannar on 4th May

  • FSD Mr. Bala on 6th May

  • CHA Mannar on 6th May
