Article #1: Opening of MANRECAP Office in Mannar

The MANRECAP Project Office was ceremonially opened on 1st of June 2004 by Mr. M.S. Jayasinghe, the Secretary to the Ministry of Relief, Rehabilitation and Reconciliation. This gracious occasion was attended by Dr. A. S. Kunasingam Consultant / Advisor of the Office of the Commissioner General, Mr. V. Visuvalingam, the Government Agent Mannar, Mr. T. Sugihara, Resident Representative of JICA in Sri Lanka, Mr. T. Saisho, Chief Advisor MANRECAP, Mr. A. Pathinathan, Project Director D.R.R Secretariat, Mr. A. A. Edward Project Coordinator, the Head of Satellite Office of the UNHCR, Programme officer of the UNDP, all Local Heads of the Departments, Managers of the Banks and the L.T.T.E. representatives.

Mr. A. Pathinathan, the project Director DRRS while delivering the welcome speech said “this day is significant to people of Mannar because the people of Japan has offered a great relief to the affected population of Vellankulam and Pali Aru villages by formulating projects through Community Approach” he also requested all heads of departments and other organizations to extend their fullest cooperation.

The Chief Advisor of the MANRECAP, Mr. Saisho expressed his view on the concept of Community Projects and also requested

the cooperation from relevant officials. Mr. V. Visuvalingam, the Government Agent of Mannar explained the prevailing situation of Mannar District and he also expressed his sincere thanks to the MANRECAP and ensured his cooperation to make this project a success. Mr. S. Jayasinghe the chief guest and Secretary to the Ministry of Relief, Rehabilitation and Reconciliation said that Her Excellency the President of Sri Lanka is deeply concerned about the development of North and East and he also assured his and his ministry’s cooperation to the Government Agent and MANRECAP officials.

The opening of the new project office will help to implement the project activities in an accelerated manner in close cooperation with the people and community based organizations of the area.

 

Article #2: Project Implementation Committee (PIC) Meeting

Project Implementation Committee (PIC) was held on the 25th June 2004 at Kachcheri. The Government Agent Mr. V. Visuvalingam chaired the meeting. In this first PIC meeting, Mr. V. Visuvalingam extended a warm welcome to all participants and expressed his special thanks to MANRECAP for their effort to organize and implement the project in Mannar District and following the speech, all members of the PIC introduced themselves.

Mr. T. Saisho presented the project overview and result on site selection and he also explained that the main goal of the project  

is to provide quality life and sustainable development to the affected communities. Members of the PIC expressed their valuable suggestion and comments for the betterment of the project.

 

 

Article #3: Japanese Experts Visited to Manthai West

Japanese experts Mr. Takeaki Sato, Group Director, Rural Development Department and Ms. Aki Nanao arrived in Sri Lanka for their Project Finding Study in Southern Part. As part of their study they visited to MANRECAP office in Mannar in order to have a view of the progress of the project and the conditions of the areas. They, together with the local officials, visited to Manthai West namely Athimoddai, Illupaikadai and Vellankulam.

 

Article #4: MANRECAP site Office at Illuppaikadavai

MANRECAP occupied a building at Illuppaikadavai as a site office. The plan of renovation and estimation of renovation are being done to renovate the site office. The office is scheduled to be opened in August 2004 in order to facilitate the engineers, facilitators and field officers to carry out the project activities.
