#1: Community Action Plan
(CAP) Review Workshop was held |
|
On 11th August 2007, a CAP Review Workshop was held
for 3 villages, namely Vaddupiththanmadhu,
Theththavadi Maruthankulam and Samayapuram at
Puthukkamam GN Division in Mannar DS Division.
Purposes of this Review Workshop are to review past
activities implemented by MANRECAP and to prepare
future development plans of each village. CBO
representatives and leaders of small groups
participated in the workshop and had lively
discussions on their future development plans. At
the end of the workshop, they presented their own
activity plans including agriculture and income
generation activities and possible collaborating
organizations. After 3 years of implementation of
the Project, people look more self-confident and
less dependent on MANRECAP, which represents one of
the great outcomes of the Project. |

Article
#2: Construction work of
Community Water Supply System at Santhipuram |

|
Establishment of a proper water supply system is a
long-lasting aspiration of people at Santhipuram,
since there are only 4 common taps for almost 300
families and shortage of water is one of the biggest
social problems at the village.
At first, construction of this community water
supply system was to be implemented by a private
company entrusted by the National Water Supply &
Drainage Board (NWS&DB.) For that purpose, NWS&DB
called for bids on the construction work. However,
bids for the work were too high due to the unstable
security situation and the plan almost came to a
deadlock. To break the situation, former Government
Agent, Mannar suggested to NWS&DB and MANRECAP that
this work be implemented with Community Contract /
Community Managed Rehabilitation (CMR) method. After
several negotiations among all parties concerned, it
was decided that the work would be implemented by
the people at Santhipuram with Community Contract/
Community Managed Rehabilitation (CMR) method. Then,
the work was commenced by Rural Development Society
(RDS) and Women Rural Development Society (WRDS) on
9th August, 2007.
The work needs a technical support by professionals,
so that supervisors from NWS&DB visit the
construction site every day to check the progress
and give necessary technical guidance to CBOs.
As mentioned before, establishment of a proper water
supply system is a long-lasting aspiration of people
at Santhipuram, so that they are working very hard
to complete this work before the rain comes. |

Article
#3: Construction of Community
Water Supply System at Ganeshapuram |
|
|
At the villages in Manthai West AGA Division (uncleared
area), people’s living condition has not been so
much improved since most of the reconstruction works
by aid organizations were forced to be suspended due
to deterioration of the security situation and the
following closure of Exit / Entry points to the
uncleared area, and shortage of construction
materials, especially cement, in the area.
MANRECAP, however, has managed to continue the
construction works at the uncleared area to some
extent through Community contract / Community
Managed Rehabilitation method even after
deterioration of the security situation.
Construction of Community Water Supply System at
Ganeshapuram is one of the examples. People have
commenced laying pipes, although supply of cement is
still a great constraint to complete the whole work.
MANRECAP as well as people at Ganeshapuram are
waiting for the approval from the Army for transport
of cement to the uncleared area. Community members
are working hard, hoping that enough amount of
cement necessary for the work will be supplied as
soon as possible. |

Article
#4: Diploma course has
started at Vavuniya Campus |
|
|
A Tamil-medium diploma course on participatory
community development was commenced on 4th August at
Vavuniya Campus of Jaffna University with the
initiative of the Project and in collaboration with
the University. This course is targeted for field
level government officials, donor-funded project
staff and NGO staff working mainly in the Northern
region.
On 12th August, Professor Hosaka, a short-term
expert for the Project, gave a lecture on
participatory development. Every participant
seriously listened to the lecture since that was one
of rare opportunities for them to attend such a
lecture.
In the future, this Campus is expected to a place
for human resources development in the field of
community development in the Northern area and a hub
of networks among such human resources. |
