Background of the Project:
The conflicts in Northern and Eastern region for 19 years have compelled the displacement of a large segment of the Sri Lankan population. Some 800,000 internally displaced persons (IDP), and over 100,000 who have sought refuge in India and other countries were forced to live under the desperate situation.
The ceasefire agreement signed between the Government of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE) in February 2002 brought opportunities for those refugees and IDPs to improve their conditions. In order to assist the situation, JICA decided to support the in-conflict rehabilitation and peace consolidation as an Aid Priority Sector in the JICA Country Program for Sri Lanka, and sent a needs assessment and project formulation study mission in October 2002.
Based on the preliminary studies conducted several times, “Mannar District Rehabilitation and Reconstruction through Community Approach Project / MANRECAP” was launched as a JICA’s (Japan International Cooperation Agency) technical cooperation project in April 2004. The project is funded by Japanese government to develop the socio-economic condition and human resource for the emergence of autonomous and sustainable community.

Japanese Technical Cooperation for Mannar District:
JICA started MANRECAP in collaboration with the Ministry of Relief, Rehabilitation and Reconciliation who bears overall responsibility for the administration and implementation of the project.
The project bridges, for resettlement communities, the gap between emergency humanitarian assistance and sustainable community development in ways of rehabilitating basic community infrastructure and reconstructing community capacity with participatory approach.
Mannar Divisional Secretariat area and Manthai West AGA area were identified as project sites. The overall goal of the project is to uplift the socio-economic conditions of the areas to the average level of the cleared area in Mannar District and strengthen reconciliation in the area and their vicinity.
The four-year project is expected to improve the livelihood and community activities of the target group, 1000 households in the project area. The objectives of the project can be achieved utilising formulated Community Action Plan (CAP). Using CAP the process of development in building basic community infrastructure or government officers’ effective involvement in development in their areas concern can be enhanced.
JICA dispatches Japanese resource persons specialized in the fields of rural development, social development and gender, local resource management, communal infrastructure development, participatory development planning, and monitoring and evaluation, to MANRECAP with equipment necessary for their activities.

Main Activities of MANRECAP:

Reactivation of socio-economic activities.
Various activities are to be done for reactivation of the socio-economic condition, such as diversification of crops, vocational training for youths, micro-finance program and group work for children.

Provision of training opportunities for government officers.
Trainings on participatory community approach are provided to government officers, who involve in the project, to assure its sustainability.

While selecting the above villages the following criteria
were adopted.
- Vulnerability and poverty
- Security situation (landmines, etc…)
- Avoidance of overlapping with similar type of projects and utilising the effective collaboration with other project.

The decision will be made whether to include two villages of Theththavadi
and Puthukkamam to implement a joint project with UN Agencies. |

Administration of the Project:

The secretary of
the Ministry of Relief, Rehabilitation and Reconciliation bears overall responsibility for the administration and implementation of the Project.
Secretary of Mannar District Secretariat will bears overall responsibility
for the managerial matters of the Project.

The Chief Advisor provides recommendation and advice to the Project on any matter pertaining to the implementation of the Project.

The Japanese experts
give necessary technical guidance and advice to the Sri Lankan counterpart personnel on technical matters pertaining to the implementation of the Project.

For
effective and successful implementation of technical cooperation for the project, the Joint Coordinating Committee (JCC) and
Project Implementation Committee have meeting when necessary.
